On May 27, 2025, the Japanese government approved the latest version of the Tourism White Paper, and one surprising highlight stood out:

“Elderly Japanese are no longer traveling”—a major reason why domestic tourism is slow to recover.

In 2024, total domestic travel reached approx. 540 million trips,
still below the 590 million in 2019 (pre-COVID).

Meanwhile, inbound tourism (foreign visitors) has already surged to record highs,
causing a noticeable contrast.

According to a Japan Tourism Agency survey:

In 2024, the percentage of people who “did not travel even once” was:

  • In their 20s: 36.0%
  • Aged 70 and over: 69.3%!

In 2014, the number for 70+ was 58.2%.
The COVID experience has deepened seniors’ reluctance to travel.

Many elderly people cite fear of illness or fatigue as top concerns.

The White Paper explicitly calls for:

“Creating an environment where even seniors with health concerns can travel safely and comfortably.”
